In 2013, Texhong initiated a milestone project in Quang Ninh Province, Vietnam. Texhong Haiha Industrial Park has a total planned area of 3,300 hectares, with a planned investment amount of 1 billion USD. Texhong aims to create a modern industrial zone of national and international importance in Haiha County, to provide a platform for enterprises of the entire textile supply chain, from fiber to garments, and to provide ancillary services like water, electricity, steam, sewage treatment, terminal logistics, etc. The park is strategically located just within hour drive from the Vietnam-China border, and has convenient access to nearby sea port. The main considerations behind the location also include the advantages of low-cost including production costs and labor costs, FTAs and flexible tax policies to maximize corporate tax relief, and rapid response to the market thanks to the proximity.
Texhong also plans to take full advantages of its own cotton yarn production capabilities and expertise, to supply the industrial park with raw materials with high and stable quality, and to promote a vertically integrated textile and garment industry chain in the region.
The project has obtained the first investment license issued by Quang Ninh Provincial Economic Management Bureau on April 25 of 2014. From 2014 April to 2018 December, all legal procedures related to investment, planning, environment, construction of the phase one 660 hectares have been completed. Over a third of the land has completed construction during the period. Constructions included production facilities, warehouses, dormitories, and infrastructures such as roads, pipelines, sewage treatment plant, electricity plant, steam generating plants etc. There were already 13 projects by tenant enterprises with a value of US$887,000,000 invested within the period.
Galaxy Technology Limited is one of the major tenants of the park and embodies Texhong’s own textile production of yarns and grey fabrics. The project covers an area of 678,301 square meters and employs over 6000 people.
Phase I: January-December 2015
The investment scope includeed two spinning mills with 250,000 spindles and other auxiliary projects. This phase was officially put into operation in January 2016.
Phase 2: January-December 2016
The phase established a weaving factory with 400 looms and other auxiliary projects. Production started in May 2017.
Phase 3: December 2017-December 2018
The phase included another twp spinning mills with 250,000 spindles. With the full operation starting in January 2019, Galaxy Technology Limited operates a total capacity of 500,000 spindles.
Texhong was one of the first foreign
textile investors to Vietnam. As early as 2006, Texhong invested in its first
spinning mill outside of China that was located in Dong Nai Province in
Southern Vietnam.
